ឯកឧត្តម ឧត្តមសេនីយ៍ឯក រ៉ាត់ ដារ៉ារ័ត្ន រដ្ឋលេខាធិការក្រសួងការពារជាតិ បានទទួលជួបសម្តែងការគួរសម និងពិភាក្សាការងារជាមួយគណៈប្រតិភូនៃគណៈកម្មាធិការអន្តរជាតិនៃកាកបាទក្រហម (ICRC) ដឹកនាំដោយលោក Stéphane Bonamy ប្រធានបេសកកម្ម ICRC ប្រចាំរាជធានីភ្នំពេញ។

គោលបំណងនៃជំនួបនេះ គឺដើម្បីផ្លាស់ប្តូរទស្សនៈគ្នាទៅវិញទៅមក ពាក់ព័ន្ធទៅនឹងស្ថានការណ៍បច្ចុប្បន្នរវាងកម្ពុជា-ថៃ ជាងនេះទៅទៀត អង្គប្រជុំក៏បានលើកឡើង អំពីការយកចិត្តទុកដាក់របស់ ICRC លើការធ្វើមាតុភូមិនិវត្តន៍របស់វីរកងទ័ពកម្ពុជាទាំង ១៨រូប ព្រមទាំងការបន្តរៀបចំ និងអនុវត្តនូវបេសកកម្មមនុស្សធម៌របស់ ICRC នាពេលខាងមុខផងដែរ។ 

ក្នុងឱកាសនោះ ឯកឧត្តម ឧត្តមសេនីយ៍ឯក រ៉ាត់ ដារ៉ារ័ត្ន ក៏បានសម្តែងនូវការថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅដល់គណៈកម្មាធិការអន្តរជាតិនៃកាកបាទក្រហម (ICRC) ចំពោះតួនាទីដ៏មានសារៈសំខាន់ក្នុងការចុះសួរសុខទុក្ខ និងការតាមដានយ៉ាងយកចិត្តទុកដាក់ចំពោះស្ថានភាពរបស់កងទ័ពកម្ពុជាទាំង ១៨រូប ក្នុងអំឡុងពេលត្រូវបានឃុំខ្លួននៅប្រទេសថៃអស់រយៈពេល ១៥៥ថ្ងៃ រហូតដល់ការធ្វើមាតុភូមិនិវត្តន៍មកកាន់មាតុភូមិវិញដោយសុវត្ថិភាព។

H.E. Lieutenant General Maly Socheata, the Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia wishes to inform the public, both domestic and international media outlets, of the following: 

On the morning of 12 January 2026, at the Ministry of National Defense, and with the authorization of His Excellency General Tea Seiha, Deputy Prime Minister and Minister of National Defence, His Excellency Lieutenant General Rath Dararoth, Secretary of State of the Ministry of National Defence had the honor to receive a courtesy call and hold constructive working discussions with a delegation of the International Committee of the Red Cross (ICRC), led by Mr. Stéphane Bonamy, Head of Mission of the ICRC in Phnom Penh.

The meeting provided an opportunity to exchange views on matters of mutual interest related to the current situation between the Kingdom of Cambodia and the Kingdom of Thailand. Particular attention was given to the ICRC’s continued follow-up on the repatriation of the 18 Cambodian military personnel, as well as discussions on the preparation and implementation of upcoming ICRC humanitarian missions in provinces affected by the recent hostilities.

On that occasion, His Excellency Lieutenant General Rath Dararoth also expressed my deep gratitude to the ICRC for its important role in visiting and closely monitoring the situation of the 18 Cambodian soldiers during their detention in Thailand for 155 days until their safe repatriation to their homeland. The ICRC's involvement has played a key role in ensuring respect for international humanitarian law and protecting the rights and well-being of troops.

Both sides reaffirmed the importance of close cooperation, respect for international humanitarian law, and the shared commitment to addressing humanitarian needs and promoting stability in the affected areas.
