AIIB Expresses Interest in Enhancing Co-operation with Cambodia



On the afternoon of 31 August 2025, Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, met with His Excellency Jin Liqun, President and Chair of the Board of Directors of the Asian Infrastructure Investment Bank (AIIB), on the sidelines of the Shanghai Co-operation Organisation (SCO) Plus Summit, held from 30 August to 1 September 2025 in Tianjin, People’s Republic of China.

During the meeting, His Excellency Jin Liqun conveyed his deep appreciation to Samdech Thipadei for the opportunity to pay a courtesy call and warmly welcomed the Prime Minister's attendance at the Summit. He briefed the Prime Minister on the Bank’s operations and experience in infrastructure development, reaffirming the AIIB’s pleasure in continuing co-operation on key projects with Cambodia. Additionally, he expressed the Bank’s interest in promoting co-operation in social infrastructure, with a particular focus on modernising education in Cambodia.

In response, Samdech Moha Borvor Thipadei warmly welcomed the delegation and expressed his pleasure at meeting His Excellency Jin Liqun once again. He underlined that hard infrastructure—citing roads, bridges and other essential projects—remains a priority for Cambodia. He also highlighted the Royal Government of Cambodia’s efforts in this sector, including the construction of new international airports and the Funan Techo Canal project, which are expected to drive growth in the industrial and logistics sectors. Furthermore, the Prime Minister emphasised that a key priority of the Royal Government, across previous and current mandates, has been the development of quality human capital. In this regard, the Government has introduced policies to reform the education sector from primary to secondary levels, expand vocational training programmes, and strengthen health facilities at all levels, particularly service provision at the community level. He stressed that investment in human capital with well-defined professional skills constitutes a long-term investment to meet the demands of current and future industrial growth.

Before concluding, Samdech Moha Borvor Thipadei welcomed the AIIB’s interest in exploring co-operation opportunities in Cambodia and encouraged the Bank to continue working closely with the relevant ministries and institutions to expand this practical co-operation.
